The Monetary Policy Committee (MPC) sets the bank rate, also referred to as the discount rate, which is the rate of interest which a central bank charges on the loans and advances to a commercial bank. Change in bank rate affect the whole range of short and longer-term interest rates set by commercial banks, building societies and other institutions for their own savers and borrowers.
